It's the umbrella term that most of the other validity types feed into. Since a construct like Conscientiousness can't be observed directly the way height can, you can't just hold the test up against reality and check. Instead, researchers build a case out of smaller, more specific questions: does the test correlate with other measures of the same thing (convergent validity)? Does it fail to correlate with things it shouldn't (discriminant validity)? Does it predict outcomes theory says it should? Each of these is one thread; construct validity is the rope they form together.
This is closely tied to the idea of a nomological network — the web of relationships a construct should have with other constructs and outcomes if it's real. Establishing construct validity essentially means testing a measure against that whole web, not just one correlation.
There's no finish line moment where a test becomes officially construct-valid. It's a cumulative, ongoing case, and it can weaken over time if new evidence doesn't hold up. This is part of why serious psychometric work distrusts any single study, however striking, and instead looks for a consistent pattern across many independent ones before treating a construct as well established.
